Since 1983, the Adult Special
Population Training Program (ASP) has offered comprehensive
employment training and job placements to lowincome
individuals who face language or cultural
barriers to participation in the workforce. We
currently offer classroom training in the following
areas: computer operations/office skills and
computerized accounting.
Over the years, the Adult Special Population
Training Program has helped thousands of
low-income, limited English proficient immigrants
and refugees obtain the educational and vocational
skills they need to secure permanent employment
and achieve financial independence and prosperity.
Additionally, we provide referrals for a wide range of
support services, such as childcare, family or marital
counseling, or substance abuse treatment while
clients are receiving training in the program.

Yanna Liu immigrated to the United States from Canton, China
in 1991, when she was 18 years old. Faced with language barriers,
Yanna took on her first part-time job as a seamstress at a Chinatown
garment factory while attending high school full-time.
She made under $100 a week without any benefits in order to
help her parents financially. She also studied English as a Second
Language on weekends to improve her English skills. She always
wanted to go to college and to get a degree, but financial necessity
required her to work full-time immediately after high school.
Yanna found her first job as a File Clerk and she worked for about
5 years before being laid-off. With no other options, she went
back to work in a garment factory.
Tired of working in such exhausting conditions, Yanna decided
to enroll in the ASP Program - Computerized Accounting Training
Class at the Chinatown Manpower Project in December of 2002.
After three months of study, she got a good job as a General Office Clerk with an annual salary of 20,800 plus benefits at the
Import/Export Trading Company through the help of her skill instructors
and counselor. After working for only a short time, she
was promoted to Office Manager with a salary of $30,000 a year,
which is a compliment to her ability, patience, and tenacity.
