The Chinatown Manpower Project Business Outreach Center provides assistance to small businesses and new entrepreneurs in the community. Our mission is to strengthen the minority and immigrant communities through small business development and community networking. Since 1992, we have provided individualized business services to over 3,000 clients, hosted approximately 300 workshops and seminars, and referred more than 5,000 clients to partner organizations. Additionally, we have secured over $3.8 million in loans and grants for our clients.
The Chinatown Manpower Project Business Outreach Center provides free consulting to help answer your business questions and move your business forward. We have educated, experienced professionals who have the answers and access to resources for your specific business needs. Our Counselors work with business owners to successfully guide them through the process of growing their businesses and follow-up with them as they progress. The Entrepreneurial Assistance
Program (EAP) was established in 1987 by New York State to help
entrepreneurs create new businesses and provide in-depth assistance
to minorities, women and dislocated workers interested in starting
a business. The program offers a 10-week training to help entrepreneurs
understand the business world including financial management, marketing,
