Governor Hochul yesterday announced changes to the Pandemic Small Business Recovery Grant Program: businesses with revenues up to $2.5 million can apply for grants, up from the previous threshold of $500,000. Additionally, the limitation for businesses that received Federal Paycheck Protection Program loans has been increased from $100,000 to $250,000. According to NYC DOH, data is showing the COVID-19 vaccines are protecting New Yorkers against infection and illness. Since mid-January, the vast majority of COVID-19 cases, hospitalizations and deaths in NYC are occurring in unvaccinated people. Between January 17 and August 17, people who are unvaccinated in NYC accounted for:
96.1% of all COVID-19 cases
96.9% of COVID-19 hospitalizations
97.3% of COVID-19 deaths

By Monday, Sept. 27, all health care workers in NYS will be required to be vaccinated against COVID. This includes staff at hospitals, long-term care facilities, nursing homes, adult care & other congregate settings. NYS DOH has authorized a 3rd COVID vaccine dose for New Yorkers with compromised immune systems. Eligible New Yorkers can receive their 3rd dose 28 days after the completion of their two-dose vaccine series. NYS has launched the new Excelsior Pass Plus to expand travel and commerce opportunities in and outside of NYS for New Yorkers. Users can securely upload their verified COVID-19 vaccination credentials to travel through American Airlines to Greece, France, Spain, Italy, and the Bahamas, and on indirect flights to El Salvador, Germany, Guatemala, Honduras, and Puerto Rico. As of August 2nd, all persons newly hired for employment by any City agency must provide proof of having received at least one dose of an approved COVID-19 vaccine prior to beginning their employment, except for those who obtain an exception due to medical or religious reasons through the reasonable accommodation process. Today, Governor Cuomo announced that all NYS employees will be required to get vaccinated for COVID-19 by Labor Day. State employees who do not get vaccinated will be required to be tested for COVID-19 on a weekly basis. Yesterday, the CDC again changed its recommendations for fully vaccinated people: it is now recommending that fully vaccinated people wear a mask in public indoor settings if they are in an area of substantial or high transmission. www.cdc.gov/coronavirus/2019-ncov/vaccines/fully-vaccinated-guidance.html

City Workforce Vaccination or Test Mandate: Beginning September 13th, every NYC government employee will need to either be vaccinated for COVID19 or undergo weekly testing. Two groups are going sooner: August 2nd for employees of NYC Health + Hospitals and employees working in Department of Health and Mental Hygiene clinical settings, and August 16th for City government employees working in congregate, residential setting.

Dr. Dave A. Chokshi, the commissioner of the NYC Department of Health and Mental Hygiene, reminded that even if people have been previously infected with COVID, they should get vaccinated once they have recovered. Vaccination will strengthen the protection that people will receive, and it may further extend that duration of their immunity as well.

Beginning August 2, the City will require employees of NYC Health + Hospitals and employees working in Department of Health and Mental Hygiene clinical settings to provide either a one-time verification of immunization, or weekly proof of a negative COVID-19 test.
Mayor de Blasio today announced that the City is expanding post-tax season NYC Free Tax Prep services to help New Yorkers who need to file their taxes or use the IRS’ non-filer tool to claim the Advance Child Tax Credit. Despite the recent rise in COVID cases across the country due to the Delta variant, New York City is not considering reinstating the mask mandate, according to Mayor de Blasio. The Advanced Child Tax Credit payments began to arrive today, July 15, 2021. Half the total credit amount will be paid through monthly payments and the other half will be claimed when you file your 2021 income tax return.

If you want your full Child Tax Credit refund only, you can unenroll from advance payments, use the Child Tax Credit Update Portal | Internal Revenue Service (irs.gov).
If you have filed a 2019 or 2020 tax return or used the IRS Non-Filer Tool, no action is needed.

Mayor de Blasio today updated that on a seven-day average, NYC’s new reported cases as of Yesterday, 7/13, was 407 cases, and percentage of people testing positive citywide was increased to 1.33 percent. Governor Cuomo today announced that all New Yorkers enrolled in the Supplemental Nutrition Assistance Program will receive the maximum allowable level of food benefits for July. The U.S. Small Business Administration (SBA) is announcing the closure of the Restaurant Revitalization Fund. Those applicants who have not received funding will have their applications held within the application platform to allow for processing in the order received if additional funds are provided by Congress. The RRF application platform will remain open for the next two weeks to allow applicants to check their status, address payment corrections, or ask questions. The SBA will disable access to the platform on July 14, 2021.

As of June 25, 2021, the New York State Travel Advisory is no longer in effect. As such, travelers arriving in New York are no longer required to submit traveler health forms. All travelers, domestic and international, should continue to follow all CDC travel requirements.
NYS is providing $25 million in child care scholarships for essential workers. The scholarship will be awarded weekly through payments made directly to child care providers on the parents’ behalf. Parents will be responsible for paying any tuition amount that is greater than the market rate. Online applications can be submitted starting June 23, 2021 and will be processed and awarded on a rolling basis until funds are depleted. Governor Cuomo yesterday announced that New York’s COVID-19 state of emergency, declared on March 7, 2020, expired today, Thursday, 6/24. Federal CDC guidance will remain in effect, which includes masks for unvaccinated individuals, as well as all riders on public transit and in certain settings, such as health care, nursing homes, correctional facilities, and homeless shelters.

Overnight service will return to the Staten Island Ferry starting August 16th. The ferry will run every 30 minutes overnight, as it did before the pandemic.
From 6/22 through 6/26, customers getting a COVID-19 vaccine at a Walgreens pharmacy will get $25 in Walgreens Cash rewards.
The IRS will pay half the total Child Tax Credit in advance monthly payments. You will claim the other half when you file your 2021 income tax return. On July 15th, payments will start to be sent out and will continue through the rest of the calendar year at $250 per child between 6-17 or $300 per child under 6. Governor Cuomo today announced two new vaccination sites will come online in NYC on 6/11:
The Empire State Building Observatory site will operate from Friday, 6/11 to Sunday, 6/13. The first 100 individuals who get vaccinated at the site will receive a free ticket to the Empire State Observatory.
The College of Staten Island site will operate from Friday, 6/11 to Thursday, 6/17, and will participate in the State's 'Vax & Scratch' Program.
